Brussels tells Russia to stop pressuring Ukraine over closer EU ties
European foreign ministers have warned Russia to stop putting pressure on Ukraine, as the former Soviet country seeks closer ties with the EU. Gathering in Luxembourg on Monday, the EU's foreign ministers are discussing Ukraine's progress towards the signing of a free trade deal with the EU during the Eastern Partnership summit next November. But Moscow has been pressuring the ex-soviet member to join the Moscow-led customs union instead, reminding Ukraine of its heavy dependance on Russian gas. 'On the Eastern Partnership, there are 3 to 5 weeks left until the summit and we need extra efforts from both sides, partners should deliver definitely but we also have to support them to help them to counter the pressure and also to think about the measures of irreversibility of the reforms. (...) Ukraine already moved on very important segments with regards to the electoral system, with regards to the prosecutor office and the Commission provided quite positive assessment so this is good news', said Lithuanian Foreign Affairs Minister Antanas Linkevičius Seen as an important step towards EU membership, Ukraine hopes to sign the so-called Association agreement. But EU officials want Ukraine to deliver on a number of conditions, including the release of former Prime Minister Yulia Tymoshenko. Tymoshenko is serving a seven-year sentence for abuse of office, an imprisonment that Brussels considers to be politically motivated. 'It is obvious that Ukraine has not yet fulfilled the conditions. And immediately after this meeting, Radoslaw Sikorski, the Polish Foreign Minister and myself, we will go to Chisinau, to Kiev to review those things in the next few days. Moscow is angry at plan's by Kiev to sign a new trade deal with the EU, and has been turning up the pressure on its neighbour. One of the companies to have found itself caught up in a trade war between the two countries is Ukraine's largest industrial chocolate maker, Roshen. In Soviet times, the factory was named after Karl Marx - now a statue of Marx outside is the only reminder of a bygone era. For the last month, Russia has blocked imports of Roshen's chocolates, saying the quality isn't up to scratch. Director of Development, Eugene Vovchanovsky says they have no idea when business will resume: "We have just received some information from TV, newspapers etc ; but we didn't receive any document with concrete claims and concrete products we are producing and supply to Russia. Until now. Anyway, we are open to inspect our factories, we are open to give any documentation that will be necessary." Volodymyr Fesenko, a political analyst at the PENTA centre believes his is not a typical trade war, but has specific targets. "The attack is on the leaders of Ukrainian big business, people who play an important role in the Ukrainian economy, because they are the main lobbyists of the European integration of Ukraine," Fesenko said. This trade row between the two biggest former Soviet countries has deepened the traditional divide in Ukraine between pro-Russian and pro-European Ukrainians. Ukraine hopes to sign key agreements with the European Union in November, including one on free trade. It marks a shift in its traditional close economic relationship with Russia. However Russia remains a major trade partner for Ukraine - more than 60 percent of its exports go to the former Soviet market, with Russia, Belarus and Kazakhstan the most important. Facing its most important economic crossroads since the collapse of the Soviet Union, Kiev has aligned itself closer to Russia, and has suspended preparations to sign an EU trade deal.
Ukraine will “restore an active dialogue” with the Customs Union and the CIS. Economic and foreign ministers have proposed that Ukraine, Russia, and the EU create a three-way commission to improve and strengthen trade relations.

Putin's spokesman, Dmitry Peskov, said Russia welcomed Ukraine's desire to actively develop ties with Moscow, and Putin added he wasn't completely against Ukraine's association with EU. Putin said he supports the idea of pan-european trilateral trade talks, but only up until Ukraine signs an association agreement with the EU.
"We favor this, but only before decisions are made. How can we hold negotiations on issues that have already been agreed upon and endorsed? What is our role in such negotiations? It's equal to zero, but we are surely prepared for such a discussion if it is substantial," Putin said Thursday in Moscow.

European Union leaders and Ukraine have, as expected, failed to sign an historic free-trade deal after a last-minute U-turn from Kiev. Ukraine's President Viktor Yanukovich still attended the Eastern Partnership Summit in Vilnius. But under economic pressure from Moscow, he has revived trade talks with Russia and nothing the EU said could make him change his mind. "We want to have a strong relationship with Ukraine, we believe particularly on economic issues," said EU foreign policy chief Catherine Ashton. "It is, of course, for Ukraine to decide what it wishes to do and there have been some good and important discussions with President Yanukovich here. What I would say is that the European Union door is open." Georgia and Moldova have signed initial political association agreements but the focus had been on Ukraine's association deal. Its decision not to sign was strongly criticised by the leader of summit host Lithuania, which holds the EU presidency. "I think that the Ukrainian people are disappointed," said Lithuanian President Dalia Grybauskaite. "It is not about Europe to be disappointed. I think today's Ukrainian leadership is choosing the way which is going nowhere." As night fell and any chance of a deal evaporated, Ukrainian protesters outside the venue desperately called for a change of heart. 24 November 2013 More than 100,000 people in the Ukrainian capital Kiev are protesting against the government's move to delay an association deal with the EU under pressure from Russia. Opposition leaders joined the protest, said to be the largest since the Orange Revolution in 2004. Police fired tear gas as protesters tried to break through a cordon around government buildings. A pro-government rally a few miles away attracted about 10,000 people. Kiev police said they had fired tear gas after protesters threw a smoke grenade at officers in an attempt to break into the Cabinet of Ministers building. Ukraine made the decision on the EU deal last week, saying it could not afford to break ties with Moscow. Russia is trying to bring Kiev into its own customs union. Russian President Vladimir Putin accused the EU of blackmailing Ukraine to sign the deal during a summit in Vilnius next week. People arrived at the rally, on European Square, with families and children, many holding banners with slogans like "I want to live in Europe" or "Ukraine is part of Europe". "We want to be together with Europe," Volodymyr Mnikh, a 62-year-old retired chemist, told the Associated Press news agency. "We want our children to have a future and not to be pressured by Russia." Several rallies in Kiev and other cities have been held over the last few days, but Sunday's has been the largest so far. World heavyweight boxing champion Vitali Klitschko, who leads the Udar movement and attended Friday's rally, was not present.
